The Governing Council, takes note with appreciation of the Administrator’s report on the progress of the United Nations Volunteers programme and of the statement by the Co-ordinator that the number of volunteers in the field now exceeds the initial target of 500 as established by the General Assembly. In addition, the Governing Council recommends that the Economic and Social Council and the General Assembly establish a new target level of 1,000 field volunteers by 1983, subject to availability of funds with the understanding that the quality of the programme would not be adversely affected by this expansion.
